Lamas from Ladakh visit Tawang

ITANAGAR, Sept 22: Fifteen selected Lamas from various monasteries in Ladakh visited Tawang recently.

The Lamas, during their two days stay at Tawang, visited Tawang Monastery, Urgeling Gompa, the birth place of sixth Dalai Lama, Khinmay Gompa and Gorsam Chorten and interacted with the Lamas of those Monasteries and local people.

The visiting Lamas were awestruck by the magnificence of the Tawang War Memorial. They also got an opportunity to interact with Commander Tawang Brigade and Tawang deputy commissioner Abhishek Dev.

The trip was arranged by Indian Army under "Operation Sadhbhavna."

 

Society felicitates retired cop

ITANAGAR, Sept 22: The Boje-Bogo Welfare Society felicitated retired additional superintendent of police Yido Boje in a small but impressive ceremony held on Saturday. The Society had felicitated Boje in recognition to his contribution in his  field of activities.

Yido Boje joined the state police service in 1978 as Sub-Inspector and retired on 31 August 2013 as additional superintendent of police.  

Expressing joy  over recognition of his dedicated service by the society, the retired cop advised the students to imbibe scientific temperament and inculcate sincerity.  Organizing Secretary Minki Boje urged the members of the society to follow the foot steps of retired cop.

 

AAPATA meeting held

ITANAGAR, Sept 22: All Arunachal Pradesh Assistant Teachers Association conducted its federal body meeting at Naharlagun yesterday.

During the meeting the house discussed grievances of Assistant teachers and unanimously decided to put forward their demands for early release of pending arrears from 1998 to 2008, retention of 50% promotion avenues from AT to JT to concerned authority. The house also discussed on formation of AAPATA district unit.

 

Social service cum drugs abuse awareness campaign

ITANAGAR, Sept 22: All Arunachal Pradesh Diploma Holders in Elementary Education Association (AAPDHEEA) organized a social service cum drugs abuse awareness campaign at GHSS, Seppa and Govt. ME School Type II yesterday.

While explaining the harmful effects of drugs/substance abuse and its consequences, the president of the association and his team members advised the students to abstain from using drugs. They asked the students to be sincere in their study and respect their teachers.

They also highlighted various education problems in East Kameng district during the campaign.

 

15 boys and girls selected for NZSC

ITANAGAR, Sept 22: The Arunachal Softball Association has selected 15 boys and 15 girls for the Northeast Zone Softball Championship (NZSC) scheduled to be held at Jharsuguda in Orissa from 27 September next.  Earlier the 5 days Softball Coaching Camp which kick-started on 16th September has ended today.

 

Tree plantation drive at DBC

ITANAGAR, Sept 22: A tree plantation programme was organized at Don Bosco College campus, Jollang under the initiative of two NSS units of the college today.

The plantation aimed at creating public awareness of the need to preserve our environment and also to beautify the college campus. About 300 NSS volunteers and students of the college turned up for plantation programme.

Jollang ASM Biri Rupa, who led the drive, planted the first sapling.  Tamang Anthony and Tana Rich, GPMs of Daath and Hodka villages under Jollang Panchayat and all other invited guests planted a sapling each.

Later, the NSS volunteers and the students erected bamboo fence to protect the young seedlings.

Taba Teni, Range Forest Officer, IG Park, Social Forestry Division provided the saplings.

 

ANYA demands probe into 'missing ambulance'

ITANAGAR, Sept 22: In a bizarre disclosure, All Nyishi Youth Association (ANYA) today claimed that an ambulance (Maruti Gypsy car) purchased with sanctioned amount of Rs 6, 50,000 in 2010-11 financial year under Border Area Development Programe from M/s Buishi Yada Motors Naharlagun for Community Health Centre (CHC) Chayangtajo had never been handed over to CHC.

In a letter addressed to the Chief Secretary, the ANYA urged him to intervene in the  matter to unearth the truth. It also demanded for setting up an enquiry committee to know the whereabout of the missing ambulance car.

Irregularity in Yagrung-Sille

road project alleged

PASIGHAT, Sept 22: The people of East Siang district have demanded the authority concerned for early completion of the 10-km-long Yagrung-Sille road, which is lying in a deplorable condition for years.

The numerous potholes, rough and sharp gravels all along the road are adding to the woes of commuters. The road, which connects Yagrung area with National Highway-52 at Sille Teromile point was supposed to be completed in November, 2010.  

The Yagrung-Sille road is one of the important rural link roads connecting entire rural areas of Pasighat-East and Pasighat-West constituencies. Yagrung area falls under Pasighat-East constituency.

Moreover, the people of Sille-Oyan area use the road to visit Pasighat on emergencies.

The people have alleged that the implementing agency has failed to complete the road construction work despite adequate money was released for the project. A lion's share of the fund meant for bridge, jungle clearance, construction of Hume-pipe culvert and slab culvert has been embezzled by the contractor concerned leaving the works incomplete.

According to information available, the DoNER ministry had granted an amount of Rs 5.94 crore under Non-Lapsable Central Pool of Resource (NLCPR) in 2007. The ministry by File No. DNER/NLP/AP/85/2006 accorded administrative and financial approval to the project with admissible grant of Rs. 450.85 lakh (i.e. 90 percent of out of the amount).

Expressing concern over inordinate delay in completing the road, the people of Pasighat-East constituency have raised question over utilization of fund against the road project.

 

 

Arunachal continue win streak,

ITANAGAR, Sept 22: Arunachal colts continued their winning streak defeating Jammu and Kashmir (J&K) 6-1 in their second group level match in the U-19 National Football Tournament at Steel City Bokaro, Jharkhand today.

Techi Takar opened the account scoring after 24 minutes and Dongda Pui went on to strike thrice in 45th, 50th and 60th minute. Roshon Ramshing and Tatung Tado scored one goal each in 66th and 84th minute to completely drubbing the team, according to Arunachal Pradesh Football Association.

Although the Team Coach Kipa Bharat was elated over the impressive performance of his boys, he has expressed serious concern over fitness of some key players.

"Several players have suffered serious injuries and this injury problem could affect the team's overall performance," Bharat told The Arunachal Times over telephone this evening.  

Arunachal will be up against Kerala in their last group match on September 24, and a win against the team will propel Arunachal to the tournament semifinals, Bharat said.

Arunachal had thrashed Rajasthan 8-0 in the opening match on September 20.

 

 

Cleanliness drive at Akashdeep & Ganga

ITANAGAR, Sept 22: With objective to make Capital Complex clean and green, All Capital Complex Market Volunteer Committee (ACCMVC) today conducted mass cleanliness drive at Akashdeep and Ganga here.  Hundreds of students and  traders took part during the clean drive. The volunteers successfully cleared the choking channels and cleaned the garbage from the areas.

Attending the programme Arunachal Pradesh Building and Others Construction Workers Welfare Board Chairman Jalley Sonam called upon the youths and businessmen to develop civic sense to keep the town clean. Sonam also appealed to the business community to play vital role in maintaining cleanliness and urged to maintain reasonable prices of the commodities as per the consumer rights rule.

ACCMVC president Kipa Kame also emphasized on the importance of cleanliness and appealed each citizen to be responsible citizen in maintaining the capital clean.

 

 

BJP holds meet on encroachment and eviction drive issue

ITANAGAR, Sept 22: The Bharatiya Janata Party, Arunachal Pradesh unit in a meeting yesterday discussed about public hue and cry over the ongoing eviction drive carried out by the administration allegedly on 'pick and chose' basis.

The meeting also took strong exception to the massive encroachments of government land, quarters within capital complex and in other district headquarters and held the ruling Congress Government's lack of proper policy and town planning responsible for such rampant encroachment.

The meeting chaired by party state president Tai Tagak has constituted a state level 'fact finding committee' headed by party general secretary Dominic Tadar as its Chairman to take stock of the existing situation and submit report to the state president for further course of action.

The committee will also study about present situation of Right of Ways (RoW), ongoing 4-lane National Highway, land holdings including inherited and acquired areas in and around the state capital areas etc.

Former MP and National Executive member Kiren Rijiju also attended the meeting.

 

 

Mega eye screening cum surgical

camp at Dirang

ITANAGAR, Sept 22: A record 608 patients were screened and 46 cataract surgeries performed during an eye camp by a 12-member team of doctors from RK Mission Hospital led by senior ophthalmologist Dr. Lobsang Tsetrim at Community Health Centre, Dirang on September 19.

All patients, who underwent cataract surgery, were also provided with sun glasses and medicines.

The mega eye camp was organized by Mon Socio-Economic and development Organization (Mon-SEDO) in collaboration with Ramakrishna Mission Hospital, Itanagar and District Health Services

Thembang ZPM Jam Tsering, DMO Dr. TC Khrimey, ADC (i/c) LW Bapu (CO), Dr. SK Singh, SMO, Dirang and Chairman of Arunachal Pradesh MES Contractors Association Sange Tsering attended the inaugural function and praised the noble initiative of MON-SEDO under the patronship of former Dirang ZPM Dor Tsering.

The Chairman of Arunachal Pradesh MES Contractors Association has contributed few amounts to the fund of the association as a token of appreciation.  

 

 

Drought-like situation hits farmers at Raga

ZIRO, Sept 22: Drought like situation due to scorching heat for the last several days has badly affected agricultural crops of 32 villages under Kamporijo Anchal Samiti Block-II in Lower Subansiri district, told the area's ZPM Tap Tapuk.

September is the month when blooming in crops (rice) starts, particularly in Raga area. But, these crops have been damaged due to unprecedented drought-like situation causing huge loss to the farmers.

The ZPM further told that, more than 1000 families of Gaa, Tamen-III, Boasimla-I, Boasimla-II, Aye and Yatap Anchal Samiti blocks of his Zilla segment have been badly affected by this drought.

Guchi Tem, Gaa ASM while informing that more than 50 families of his ASM segment have been affected from this drought, appealed to government for providing relief to the victims. Meanwhile, Tap Tapuk, ZPM, Kamporijo-II on Saturday in a letter to the Additional Deputy Commissioner, Raga requested for deputing technical staff to the sites to take stock of the ground realities and also to assess the extent of the damages. He also urged him to take up the matter with higher authority for providing necessary relief for the victims. (from Yachang Tacho)

 

 

TB awareness prog. by Abu NGO

PASIGHAT, Sept 22: A TB (Tuberculosis) awareness programme was organized by Abu, a non-governmental organization (NGO) at Donyi Polo Tea Estate, Oyan, East Siang today.

Speaking on the occasion, Dr. Yagling Perme, District Tuberculosis Officer (DTO) cum District Programme Officer, Revised National Tuberculosis Control Programme (RNTCP) Pasighat stressed on the importance of community participation to prevent TB. He spoke in details about the causes TB and its preventive measures and treatment of TB patients under directly observed treatment (DOT).

Informing that tuberculosis (TB) is a curable disease, Dr. Perme said that a TB patients must take medicines for a minimum period of six months to kill the germs. The patients may feel healthy after taking DOTS medicine for a month, but if the course is not completed, TB germs remain in the patients' lungs and continue to spread the disease," he said.

During medication period the person should avoid consuming alcohol, cigarette, chewing tobacco, pan, etc., he said.

TB mainly affects the lungs; but it can also affect other parts of the body such as brain, bones, glands, intestine, etc. The commonest form of TB is pulmonary TB which affects the lungs and is highly communicable. TB germs spread through air, he said and added that when a patient with Pulmonary TB coughs or sneezes TB germs are spread in the air in the form of tiny droplets.

The main signs and symptoms of Pulmonary TB are chronic or persistent cough ( ofmore than two weeks), chest pain, cough with blood-tinged sputum, evening rise of temperature and night sweat, loss of weight and loss of appetite, he informed.

Make learning system appealing

According to Union HRD minister 230 million children have been enrolled in schools ever since the Right to Education came into force.  "Ever since the introduction of the Right to Education Act, which gives a fundamental right to every child in this country, in the last three years, we have enrolled a substantial number of children, brought them back to school. As a result, we have 230 million in schools today," the minister said recently. Now, according to Govt, the focused has been shifted to meaningful learning outcome.

Though enrollment of school children increased, the RTE   appears to have failed in policy making to make the learning process attractive with sufficient infrastructure.  

According to a report, around 1.28 lakh out of 10,75,407 government elementary schools across the country still don't have toilets and over 61,000 lack drinking water facilities.

According to the District Information System for Education 2011-12, Bihar has 18,169 schools without lavatories, the highest among states. Andhra Pradesh follows with 18,092 such schools. Among schools without drinking water facility, Andhra Pradesh suffers the worst with 11,461 such institutions. Maharashtra, Assam, J&K, Bihar and Jharkhand have more than 3,000 such schools each. This is in spite of Rs 28,171.6 crores  being released during 2010-11 and 2011-12 for boosting infrastructure in schools.

As per the provisions of the RTE Act, which came into effect in 2010, schools have to provide separate toilets for boys and girls and safe and adequate drinking water facility for all children.

 According to the Elementary Education in India report's Educational Development Index 2011-12 of National University of Educational Planning and Administration (NUEPA)  the infrastructure includes student-classroom ratio, classroom-teacher ratio, drinking water facility, boys' and girls' toilets, ramps and kitchen-sheds.

We can not deny the fact that many steps are being taken to bring large number of children under the ambit education as the education leads to perfection. But there should be synergies in Govt policy and planning so that school children enjoy the learning instead of feeling it mere obligation.

Why only target govt employees?

Dear editor,

This is with reference to news item “CCLAPF calls on CS, urges for revocation of Order” published in your esteemed daily on 21/09/2013, wherein the “Capital Complex Land Affected Peoples’ Forum” (CCLAPF) and “All Arunachal Pradesh Students’ Union” (AAPSU) have questioned the soundness of Order No. DAP/PEN/3/2001/561   Dtd. 17/06/2013 concerning the need for obtaining the NOC from concerned DC or the Estate Office by the Govt. employees for settling their retirement dues or for promotion in the services.

Lest anyone should question my intention for writing this letter, I would like to clarify in the very outset that I don’t have any plot in the Capital Complex, so obviously doesn’t have any personal issue with the eviction drive or for that matter the encroachment cases that is creating so much hullabaloo lately. But after reading the above news published in your esteemed daily, my curiosity got the better of me, and I managed to collect the said Order from one of my acquaintances.

After going through it in detail; very honestly speaking, I found the said Order deficient in the sense that it only mentions about the Govt. employees. It is understood that in present land encroachment imbroglio, all sections of people are involved, be it be the Govt. employees or the politicians, businessmen, etc. And CCLAPF and AAPSU have very correctly pointed out that insofar as land encroachment cases are concerned, a separate Act called, “The Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) Act, 2003” is very much in existence to deal with the encroachers appropriately, and as per as day to day conducts of the Govt. employees are concerned, the CCS (Conduct) Rules is there to take care of it. Over and above the said Act and Rules, if any new Rules, criteria, etc. are to be promulgated, then it should be uniformly applicable to all. Why only target the Govt. employees? If the Govt. employees are to obtain NOC regarding any pending land encroachment cases from the concerned DCs or the Estate Officer for settling their retirement dues or for promotion in the services, then let the politicians also obtain the similar NOC from the concerned DC or the Estate Officer before filling of their nomination papers for any elections henceforth. And similarly, let all the businessmen also obtain the same NOC before renewing their Trading Licenses, so on and so forth. Law, I suppose, should be equal for all.

Are rules framed only for poor people?

Dear Editor.

On 21st Sept 2013, at around 9.15 AM, while I was driving back towards Doimukh from Itanagar on reaching at Pachln Bridge few Scorpio, SUV's vehicles having red light overtook my vehicle. I was driving in a normal speed by following all traffic rules. When I reach at the tri junction point near KV No. 1, I saw wonderful things that the vehicles of policy makers were breaching all the traffic rules and breaking their own made rules by not following the traffic rules.

The speeding vehicles coming from Itanagar side has to keep left while turning the tri junction, but, I saw there that all the mentioned vehicles turned their vehicles towards Naharlagun from the right hand side by violating the traffic rules, This particular junction is one of the busiest portion of the NH52A as the students of KV No. 1 used to cross this road to reach their classes. Due to their mischief the whole traffic system on the said portion of the road become uncontrolled as the vehicles which were at the back of those VIP vehicles also followed them to cross the road from the right side and a long traffic jam was witnessed by all.

Whoever common public which witnessed the scene got enough chance to wonder whether the rules made by the policy makers are only applicable to common people? The rules made by them are not applicable to law makers? Do drivers of VIP have the basic traffic knowledge that whenever we walk or drive on the road we must keep left, which is even known by a pupil of LKG/UKG standard? As we learnt in our school days that rules are made for whole society and not for a particular section of the society.

Therefore, through your esteemed daily, I would like to request the policy makers to review and remember the rules which were framed by them and give some time for their drivers to learn basic traffic rules if they had not obtained the same prior to getting the driving license.

Never give your details even if they say that your account will be blocked or you will not be able to perform any transaction, they say so only to frighten you. So never respond to such fraudsters/hackers.

Respect local sentiments

Dear Editor,

Through your esteemed mouth piece, the most popular and most read column among all dailies in the state, I want to throw some light on the willful distortion of our tribal words, nomenclatures, places and the very meaning of depicting the issues or motives by the non Indigenous people and Organizations.

While traversing through the NH 52 at Pasighat areas, you will see illuminated sign boards on the bridges of almost all the rivers by writing them in Adi dialect. The move is a welcome step, but the willful distortion of the words to mean the real meaning is very frustrating and even agonizing.

In all the bridges, you will get to see a sign board written “KORANG" in place of KORONG.

Korong is the correct word, spelling and pronunciation to depict and mean a river in Adi. But KORANG does not mean a river, a bridge, a culvert or anything in Adi dialect save, for the name of a village Korang in the Ramle Banggo area.

Now, if I write RUM Mandir, in place of RAM Mandir, it will never mean a RAM Mandir and I believe it might even intimidate and agonize some Hindu Fanatics like the way it makes me feel in being an Adi Patriot.

So, in the fittest of all things, I request the BRO/GREF not to make a joke of the tribal dialects by showcasing them on the roads and above all misrepresenting it, where all domestic and foreign tourists/visitors see it and take away with them, a word which is not dialect or which does not bear any meaning anywhere or even spoken by anyone in the way they write on the walls for everyone to take notice.

Directing the issue straightly to the Chief Engineer Project Brahmank, with the Headquarters at GTC Pasighat, I request him not to commit any further demeaning acts rather insults to the sentiments of the Adis, the Indigenous Peoples residing at Pasighat and its adjoining areas. If you ever have anything to write in Adi Dialect, you can consult any Adi Person before you commit a mistake which will hurt the sentiments of the locals or if that is an act cumbersome for you, I am just your neighbour residing some 30 meters away from your Office.

Until then I surely believe that no one will ever read and take "SIBU SANGKOR" as SHIVA SHANKAR.

Construct new bridge at Chandranagar

Dear Editor,

There is an urgent need for an alternate bridge over Senki River at ChandanNagar as citizens are facing lots of problem during office and evening hours. The bridge should be widened or alternate one should be constructed. Citizens had to wait for hours in traffic jam as two small vehicles cannot cross smoothly at the same through this bridge due to its limited breadth. As Itanagar is expanding, the population living in far flung places Poma, Jote, Chimpu, Gohpur, travel on daily basis to capital for daily requirements using this bridge. It is the only bridge which connects these residential areas to central Itanagar but due to its small breadth it is creating havoc. So, there is a need for the authority and concerned departments to sanction and construct an alternate widen bridge or plan to widen the existing bridge.

Govt. Maro Sec. School need urgent attend

Dear Editor,

Through your esteemed daily, I would like to appeal our state Govt. especially to Education Department for releasing of more infrastructure development fund to Govt. Maro Secondary school. The said school is facing multiple problems in terms of infrastructure development and it needs urgent attention at the earliest. Following are some of major problems-

1. There is no safety wall around school compound.

Because of it there is no difference between man and animal in class room as well as in school compound.

2. Renovate or construct new hostel- The said school cover up two circle and most of them are poor student. They are staying in the room built either on road side or in school compound. Since from 2006, hostel facility are not allowed due to worst condition of hostel.

3. We need school gate and ceiling fan.

Hoping that state govt. will take necessary action soon.
